Queensland premier Aannatacia Palaszczuk remains "positive" the match will go ahead at the intended venue despite the three days of measures
The Gabba is still the preferred venue for the fourth Test between Australia and India despite Brisbane being plunged into a three-day lockdown.
A single case of the highly contagious UK variant of Covid-19 has been detected at a quarantined hotel, leading to the move.
As things stand, the fresh measures will not severely impact the movements of both sets of players when they arrive in Queensland's state capital.
The fourth and final Test of the series takes place between January 15-19. The third Test in Sydney is currently in progress, with the series locked at 1-1.
No limit had been set on crowd numbers at the 42,000 capacity Gabba, though it remains to be seen if that stays in place.
Asked about whether the match was in doubt, premier Aannastacia Palazczuk said: "Still positive talks at this stage."
India are anxious over any change to their freedom upon arriving in Brisbane, having agreed to certain arrangement before the turn of the year.
As yet, those rules which sees players restricted to the team hotel but allowed to mingle remain in place.
Manuka Oval will host three games originally stated to take place in Sydney
The BCCI have written to Cricket Australia to confirm those regulations will remain unaffected by the announcement of a local lockdown.
“The MoU that was signed never mentioned about two hard quarantines. India have done one hard quarantine in Sydney," a senior official told PTI.
"The BCCI’s demand is simple. The players want to mingle with each other inside the hotel bio-bubble like they did in the IPL.
"They want to have their meals together inside the hotel and also have team meetings together. That’s not a big demand."
Elsewhere, border restrictions between Victoria and New South Wales has led to three Big Bash League matches being moved to Canberra from Sydney.
The Thunder-Sixers derby on January 13 will now be played at the Manuka Oval.
Perth Scorchers' clash with Sixers and Hobart Hurricanes' meeting with Thunder will also be played at the venue.
Five further matches are pencilled in to take place in Sydney but their fate is to be determined.
The final could also be moved to a neutral venue - Thunder and Sixers currently occupy the top two in the group - if Sydney continues to be usable as a host city.
